CNN —Within a year of calling off his last wedding, nonagenarian billionaire Rupert Murdoch has popped the question to another partner, months after they started dating. It’s the second time Murdoch has been engaged in a year. Last March, the media titan announced plans to marry Ann Lesley Smith, a former dental hygienist and conservative radio host. Murdoch and Zhukova reportedly started dating in the summer and plan to marry at Moraga Bel Air, Murdoch’s luxury vineyard and estate in California. The SEC this week charged a small New York hedge fund with acting as an unregistered investment advisor. Concord Management earned tens of millions of dollars advising a Russian tycoon, the SEC said. The New York Times said the businessman in question was the former Chelsea FC owner Roman Abramovich. The regulator added that since 1999, Concord had made over $80 million managing the client's assets, which, as of January 2022, were worth $7.2 billion. The New York Times reported Tuesday that Concord had managed money for the oligarch Roman Abramovich, citing a person familiar with the matter.

Concord Management LLC of Tarrytown, New York, and owner Michael Matlin were operating as unregistered investment advisers to a single client, a former Russian official with apparent connections to the Russian Federation, the SEC said in a statement. Matlin founded Concord in 1999 to provide investment advice and supervise investments in U.S. private funds, the SEC said. The firm monitored investments for the Russian individual until March 2022, when the United Kingdom and European Union sanctioned the unidentified client, it said.

BRUSSELS, July 20 (Reuters) - A European Commission proposal to use frozen public Russian assets to help finance Ukraine will not be published until September, a spokesman said on Thursday. The EU has frozen over 200 billion euros ($223.70 billion) of Russian central bank assets since Russia's invasion of Ukraine, with the bulk held in Belgium. The EU has also frozen privately held funds and legal pushback has already started. G7 countries and the EU have frozen over 300 billion euros ($335.55 billion) combined. MOSCOW, July 12 (Reuters) - Russian billionaire Roman Abramovich on Wednesday will challenge European Union sanctions imposed on him after the Ukraine war, arguing that the restrictions were imposed simply because he is a well-known Russian, a source familiar with the matter said. After President Vladimir Putin ordered tens of thousands of troops into Ukraine on Feb. 24, the EU slapped sanctions on Russian officials and a host of Russian businessmen while freezing hundreds of billions of dollars of Russian assets. The EU in March 2022 described Abramovich, now 56, as an "oligarch who has close ties to Vladimir Putin" including "privileged access" to the Kremlin chief, connections the EU said had helped him maintain his assets. Abramovich filed a challenge to the EU sanctions on May 25, 2022, and on Thursday the General Court of the Court of Justice of the European Union will hear the challenge, a source with knowledge of the matter told Reuters. His lawyers will argue that the EU sanctions are baseless and were imposed purely because he is a famous Russian businessman, the source said.
